having a hard time setting up microvias

Hello all,
In a new design we are making we want to use the NRF52840 soc from Nordic Semi. This soc has a "BGA alike" but without the balls. Just pads. The round pads are 0.25 mm in diameter with a pitch of 0.5 mm. So to route this part we need to use via's in pad or Microvias. (Eagle is not really clear what is the right name for it)
We will use Eurocircuits for manufacturing the PCB's.
Right now I'm trying to get the vias in pad to work, but i'm not able to place a via onto the pads. I would like to have a via in pad with outside diameter of 0.3mm and drill size of 1.5mm and we will let Eurocircuits fill this via.
Whatever DRC file I use from eurocircuits Eagle is constantly changing drill size to a much larger value, preventing me from placing the via on pad.
Is there anyone with correct DRC file so I can compare or use this for development.
