[Bug Report] changing attribute layer in a managed library doesn't update in project

If I have a custom device in a managed library and use this in a project, I can edit the symbol from the schematic view, then save and create a new version of the library, and update the library in the project to get the change. This works for changing pin names, gates, text, and the symbol outline. It doesn't work if I want to change the layer of an attribute (such as >NAME or >VALUE).
To reproduce:
- Place device from a managed library in schematic
- change the layer of an attribute in the managed library (ie move >VALUE to the symbol layer)
- save the managed library and create new version
- use the "update" or "update all" command in the schematic.
The >VALUE will still appear on the value layer
The same issue can be found in the footprint/board view.
I am running EAGLE 9.6.2 on a surface pro 7 i7 using windows 10.
Please correct me if I have missed something.
