Visibility Parameter Block Issue

I made a visibility parameter block with the insertion point of the block at 0,0,0 and the Visibility Parameter a little to the right of the objects.

When I insert this Block into a dwg it will place the Objects way away from the insertion point but the Visibility Parameter is in the correct location compared to the insertion point. 

I am unable to upload a dwg file to show the problem as it is a dwg from work and I am not allowed to upload the material. (sorry)

What could be the issue to why the objects in the block are not showing in the correct location?

Maybe this block is totally messed up. 

I just tried to insert another block into the same dwg I inserted the original in and it combined them into one block automatically. No idea why this happened either.
