Stretch, Move & Array Combination

I have a block that needs the red line & red box to stretch from 12" to 15". Simple to do. Next, I need the red items to array and still retain the ability to stretch the 12" to 15" distance between objects. Is this possible? This block will be used as a layout temple for other items.

Your description is really vague.  You also say 15" between objects, but your list distance is 16".  Do you need to be able to adjust each new item to either 12" or 15" (16") or do you simply need to be able to switch the entire array between 12" and 16"?  Here's a simple way for the latter.  If that's not what you are looking for then please provide a more detailed description and some examples within the file.

I've provided an update block showing the ultimate goal of the block, with color coded sizes. Yes, the width is 16", not 15". The block should provide the user with the option to chose either 12" or 16", so each lane is controlled independently. It should allow the user to pull as many as twelve lanes via the array action. I don't currently see a reason the visibility parameter is necessary, but I'll follow your lead.

There is no way to do this with an array, but given that it has a limited number (12) it can be done without an array.  See screencast.  I believe this satisfies the criteria.  I only did 5 to demonstrate the concept, but you can add as many as you like.
