LINKING STRETCH ACTIONS BETWEEN 2 BLOCKS

Is it possible to link 2 stretch actions between 2 separate blocks?

For example, 1st block has a vertical stretch action. 2nd block also has a vertical stretch action.  

I want to only have to stretch one and have the 2nd block stretch at the same time.

It might work in some situations to make the two blocks into a single block, but there is no way to have the stretch action of one dynamic block affect a different dynamic block.
