So I have Bunch of annotative blocks grouped together at 1:1 scale. how do I make the space between them equal that increases when I change annotation scale-like 1:20, so thy don't mush into each other?

Make individual block non-annotative. Make the 'host' block annotative.

They scale from the block base points.  because of this the basepoints are always the same distance apart (unless you have used a dynamic stretch action on one or more of the annotation scales).   Because of this, the simple solution is to build the blocks in such a manner that the basepoints are where you want the block scaled from (the point that you do not want to move) with changes to the anno scale.

Yes, That way Space remains the same, but after changing the annotation scale, the Block inside the "Host" block, seems to explode automatically and every block explodes into their respective individual elements.

Update: After Changing them to not annotative they don't explode when host block scales.

Thank you.

There was/is nothing in your initial post to indicate that the annotative blocks you were asking about were within another host block.  Glad you found a solution regardless.  If you find it doesn't totally satisfy the issue, then post the actual file in question.
