How to constrain an array or get a chain action parameter to stretch

So I have this block, when i stretch it I want the holes at the bottom to array and also stay in the same spot on the panel. When I try to use the stretch right now it moves the holes at a different speed than the panel. I think it's cause chain action is on, but i need it on. 

I just want the holes to array as the panel gets wider, and stay in the same spot relative to the panel when the panel gets taller.

Your description doesn't make sense to me.  Maybe the following screencast will help.  It was my best guess based on your description.
