How do I connect attributes from one block to a different block?

I'm fairly new to creating dynamic blocks, and I haven't been able to find a solution to my problem. I want to attach attributes from block1 (tags) to block2 so they show up in properties in model space once I'm finished with block editor. (I can see properties of block1 within block2 while in editor mode if I click on it)I tried to link them but I haven't been able to. I was also wondering if there is a way for parameters when changed in one head for them to be changed in the other one? (Maybe I'm doing this the wrong way, but I hope someone can help me. I haven't had issue with other parameters, just this one. I've attached my file below.

Can't access the nested attributes, you'll have to explode them and make the attributes part of the primary block.
Also, we use a block similar to this but with only one head so this might be a better solution for you?
