Dynamic Dimension Center error

I have an abundance of dimensions in a dynamic block that are acting the same as the attached dimension...

Its set to have text centered...and to stay with the dimension

But when it is stretched it does not work...

Can any won tell me why?

Also how to fix it with out replacing every dimension would be really cool...

The text does not center because someone has previously manually moved the text from its default position within the block.  Open in block editor.  Select the dimension and hover over the text grip in order to select 'reset text position'.  Save/exit the block editor.  From then on it will center correctly.
