dynamic block odd behaviour

I am trying to design a block for my company that is capable of changing the angle while maintaining a 3 5/8" measurement across two points.  it sort of works but the rotation is not maintaining its angle.  it is not much of a difference but over a long run that adds quickly.  i have included my cad file to see if anyone can make this rotate while maintaining its constraints.

Well that was not exactly what i needed but it pointed me in the right direction.  your angle constraint was inspired and it fixed my problem.
