Please see attached cad file, i have mentioned information in cad file. Cad file is for reference  to how i placed holes .

Actually this is panels.

The panels size  is every time various & i should draft it every time with manually. I want to make easy work with blocks.

I just need  dynamic block for that panel, which will stretch vertical and horizontal & the holes are spaced automatically according to mentioned in cad file. also need stretch dimensions with blocks.
