Dynamic block crossing window missing

Can anyone tell me what the setting is to be able to see the crossing window when in a dynamic block? I set the parameter and then the action. When I go to do the crossing window it only shows as 2 dots. I cannot see how to tweak the window so it encompasses everything I need.

What do you mean with crossing window?
Do you mean this blue window when applying an action?

YES! min only shows the 2 grip points. I can't see anything else about the crossing box/blue window in image

Is there a setting to be able to see the entire box?

This window only appears when you click on an action, for example stretch, then it will show you the selection window it works in.
Try changing BACTIONBARMODE to 0 and click the lightning bolt to see the window.

I understand that the box only appears when you click the action item. BACTIONMODE removes the action box (see blue arrow in first image) and changes it to a lighting bolt. the "box/dashed lines" are still missing. 

When I test other blocks that have the stretch command, I see the dashed lines for the action box. It seems to be this one particular block that is causing issues. I might just have to redo the block. The second image shows there are no dashed lines connecting the action points.
