Dynamic Block Attribute not moving after placed in Tool Palettes

I am having issues with a block attribute not moving once inserted into a tool palettes.  When I drag and drop a pre-saved block file into model space the objects in the block act as the base point allowing the attribute text to move. However, when I use the same file to add the block to tool palettes the reverse happens the attribute text becomes the base point ant the objects are allowed to move.  I want the functionality of being able to use the tool palettes to access blocks but want the ability to move the attributes after the block has been placed. I have included an example file with examples one block dragged and dropped to model space the other from the same file but inserted using the tool palettes. I have also included a video to better illustrate what the problem is. Any help you have would be appreciated.

Hi,

You Should check with Tag & Block titles.Same tags & Block titles can't work in blocks. Try change tag & Block names.It will work.

I probably feel that the attribute was taken as base point while creation of block and then the base point was changed inside the block editor with the base point parameter, due to which its acting weird now that I have modified the block by deleting the attribute and recreating a new one its working fine.
