Detail tag linear stretch

I am trying to create a detail tag where I can modify the thicker cut line length (distance 3) independent of the tail length (distance 1) using a linear stretch.  Currently my distance 3 command is only moving the thicker line up and down the tail length.  I wish for it to be anchored at the end of the tail and to be able to stretch the thicker line to accommodate different detail sizes.  I am asking for any and all help!  I have been fighting this tag and tried many different methods with no luck!  Thanks!

Save it down to 2016 format. Not everyone on here has 2018

It is because there is no boundary around the hatch (thick line). 

See the attached fixed version of your block. I only selected the hatch and did recreate boundary.

You then have to redo your actions in the block to include this boundary.

If the hatch is associated to the boundary it will stretch / rotate accordingly.
