Change distance and or state based on another block

Has anyone come across a way to change the parameters on a block, based on another block.

i.e you have a .375 screw and the washer has different states but adjusts to the srew.

A square room with walls 10' by 10' (parameter driven) corner braces(different dynamic block) adjust to the length of the walls based on the parameter?

Any nudge in the general right direction would be very much appreciated.

Certainly nothing within stock AutoCAD will allow that.  You might ask on one of the customization forums (e.g. LISP forum, etc...).
