Can someone help to do this Tower dynamic block shown in below video? and also can you help me on the steps to create this dynamic block.

I watched the video and to some extent I have an idea of how the block works. I leave the basics to personalise it further to you because I don't know exactly how you want to set up certain size ratios.

 

 

Explanation:
first, I drew out the beam + details.
then I created a stretch parameter from the centre outwards and from the centre inwards and selected the full length of the bar on each side.
If you look at properties, you could personalise your size jumps etc here under value set.
In Misc, leave everything except the number of grips set to 0.

Finally, place a polar stretch pair on the centre point of the circles on both sides. copy the selection I have in the block.

If all goes well, this should be about it.

After placing the block in the drawing, you can adjust it via the properties window, just like the creator of the youtube video

One comment for improvement:

-Add a base point into the block

-Include the Base Point in the move selections.

 

As it sits now the origin stays at 0,0 which gets separated from the block as it is moved with the point move control.

these are all parameters in his drawing. I may be able to guess some of the parameters but i Can't guarantee that I'm right.
Dia 1/2 are for the cirkles on both ends of the column.
HD 1/2 may be the thickness of the column on the upper and bottom half.
Thk may be for the yellow line of the top half of the column he has to indicate the thickness of the steel.

I have no idea What CL and W may be though

are your dimensions meant to have such precise numbers?

The stretch points seem to be in center. If you would want to be sure you could work with coordinate placements trough the properties table

You had a lot of double references in the block.
Polar stretch was implemented 2 times. some dims were the same as parameters. 
For the next block you should pay attention to these things because it can really mess up how the block works.

I removed some action parameters and changed them to locked parameters.
The ones you used were all horizontal parameters. These wil stay horizontal even if you rotate or something so they will also mess with your block. 

I would always used aligned parameters to prevent things like this from happening.

Also if you want the whole rectangle to stretch you need to watch where you put the parameter anchorpoint. I would put this version and the last next to eachother i think you will understand what I mean
