Block Properties Table inaccessible

Been having issues with this block for a few days now.  Previously, the block inserted fine with no hiccups.  Then it started inserting without the attribute at the bottom right that shows the manufacturer.  Then it was inserting with the attribute.  Then it would xref without the attribute, and upon binding would occasionally re-obtain the attribute with an attsync.  Then it wouldn't allow me to open / access / edit the block properties table while in block editor.  Now it sometimes allows me to access the block properties table in block editor when I open the block definition, but not every time and it requires an AutoCAD restart every attempt.  Not really sure what could be causing this, but it'd be nice to have some insight so I can fix it if this issue ever comes up again.  I've attached the block, and am currently using AutoCAD Architecture 2018.  Let me know if you come up with anything.  

Side note:  I can't seem to delete the G-Anno-Ttlb Layer from the block definition.  Please let me know if there is somthing that I'm missing with that for bonus points!

Hah!  Going to have to claim the bonus points myself.  I found the nested block reference, and replaced it with the updated one.  We're good on that, but still insertion issues, and inaccessible block properties table.

I could not replicate any of your issues.  The block opened fine for me and inserted fine for me.   The block properties table opened fine for me as well multiple times.  

To remove the G-Anno-Ttlb I opened the file without opening it in block editor and then ran a purge.  It was then gone.

The attributes wouldn't display if you would xref the block definition saved as drawing. Try to insert the block into separate drawing and try to xref this drawing and there wouldn't be any problem of attributes not displaying.

Might be like this that the block properties table is off the view, to get it back press alt+space bar and then press M in the keyboard and tap the arrow key left or right and move your mouse to bring back the block properties table back into the view

You can purge the drawing which would remove this layer, else you could open up the layer manager(command: LA) and right click on the layer and select delete layer.
