Regarding your first two sentences, it simply sounds like whoever last worked on the drawing in AutoCAD, did not save the page setup. So perhaps the "what to plot" is not set to Layout. Or if the drawing to be printed is in Model Space, then perhaps the View or Window is not correct. IOW, you may have to perform your own page setup. (Of course you can't save it, so you'll have to repeat each time you open the drawing in TrueView).
As to the second item, do you have these SHX files? If not, I can give you two font files with these names but they are not going to be the right ones. Ask the drawing author for the actual files that were used in this drawing and when you get them, put them in a folder that is in the support file search path for TrueView (such as C:\Program Files\Autodesk\DWG TrueView 2019 - English\fonts ) -or- drop them in the same folder as the .DWG file.
Also, note that those two SHX files could be SHAPE files, not FONT files. They are similar, share the same file extension, but are not interchangeable. What prompt are you getting to tell you they are missing?
