Linetype scale without changing the the scale

I have a question.

Is it possible to change the linetype scale without changing the the scale of the lintipe.

hahaha the question looks silly.

In the picture you see my line tipes 

line 1 is linetype scale 0.1

line 2 is linetype scale 1

line 3 is linetype scale 0.25

I want to make them a linetype scale 1 without changing the line

"Linetype Scale" means SCALE OF THE LINETYPE.

What visual effect are you trying to achieve exactly?
