Background missing - block hidden

Hi guys,

I have a problem with few drawings.
I receive CADs from an overseas customer to upgrade as well as a marked-up pdf drawings to upgrade the dwg files. The issue is because the background of some drawings is missing. This background is not Xref, it is a block.

The funny is when I'm looking in "insert block" the background's block is there.
Could it be that the blocks are hidden or turned off in the main plane?

P.S.: My client does not speak proper English hence no matter how hard I try they can not give me a solution to this problem.

I'd like to clarify that I already checked the layer status in both model and layout spaces, and all is ON and unfrozen.

looks like there is no reply yet on this topic after 7 years.  But I do have the same problem, some shapes, letters are not appearing on the Model Tab, but they show up in the Layout tab...
