Markup width lines not worked

Hi everyone!

I try to change a width of markup lines or rectangle, to 20 pt(maximum) and it not really worked. I need very thick line

but I have a little different from 0.25 pt. The image is attached, there are  2 different size of lines , 0.25 pt and 20 pt. What I did wrong?

This is DWF file. Maybe it depends on DWG original plotting?
