Is there a way to import a graphic file like jpeg or png into a drawing file?

Not within F360. I use Adobe Acrobat Pro to insert any images I want into the .pdf that F360 spits out.
I better ask just in case you're using the wrong terminology, do you want to insert a jpeg into a 2d drawing in the drawing workspace or do you want to insert a canvas in the model workspace?
There is an option to insert a image into a 2d drawing title block but you can pick any snap point on the sheet and scale to size.

If you want an image in the model workspace there's an option insert canvas on the insert menu.
