can i manually offset measurments in a drawing?

the reason i'm asking is that when i print my drawings, the measrments can be somewhat skewed by some microns, so when i create a pdf i'd like to state the "real" measurements..

Elh, I wonder if the issue might be the default unit resolution selected in your preferences; were the granularity cruder than your need, I reckon values might consequently be less accurate than you require.   Here's a screencast showing were to access the setting.

i doubt that's the issue, 3d printers are known to have accuracy issues, if i try to print out a 20 mm calibration cube (and i've printed alot) i could very well get 19.80 or 20.20 and that would be considered acceptable.

You should add tolerances to the drawing dimensions.
