DWF not displaying text properly

 I'm having an issue with text when reviewing the DWF file I export from Civil 3D.

The preview for the export on Civil comes out looking fine like below.

 But after export, Civil tells me no plotting errors have occurred but the DWF open looking like below.

Is this a Design Review issue? I don't want to send off the DWF to our client if it will open looking wonky.

Any help is appreciated.

Try again perhaps, use PLOT command, select the appropriate DWF driver your recipient needs and all other parameters etc.

I was missing SHX files from the source drawings XREF'd into the drawing I was plotting. The combination of the SHX files and a new CTB with a thin lineweight seems to have fixed the problem for me.
