Tool Library. I MUST be doing something wrong

I absolutely must be doing something wrong. I want to add Freud as a new tool vendor in the Library. I don't know how to do that, and I can't figure it out. Second, I entered all of the tools I have on my home computer in the Local Library. So I'm on another machine and my Local Library tools don't exist there. I must be doing something wrong. You can't possibly expect that I should have to enter my personal tool library on every machine I touch.

Aren't my tools stored in the cloud so they're available to me wherever I am? As a hobbyist, I don't have a need for all of the stock tools; I only need the tools I own. How can I do that?

Turn on Cloud Libraries:

When creating new folders in your Cloud Library, you can call it whatever you would like
