shear hog milling

why cant I mill the inside of these holes, either 2d or 3d with this shear hog.   I don't have any problem doing this with a regular endmill.

You have it set up as a face mill. Would it work if you set it up as an end mill.

I have mine set up as a facemill, not a problem. You are trying to machine a 1.25 hole with a .75 cutter. This works, but you have to drop your helix entry diameter down so that it can helix into the small hole without gouging. Try .2 helix diameter. Another option is to plunge into it(change ramp motion in the linking tab), since the single flute shear hogs have the ability to plunge.
