"Renumber Tags" command should work line "Renumer/Rename Parcels"

Prohibit duplicate line and curve label tag numbers. Then make the "Renumber Tags" command function like the "Renumber/Rename Parcels" command. This means when you click on each tag in the order you want them re-numbered, if a number is already in use elsewhere, the tag elsewhere is automatically incremented to the next available number.
