Make editing label text respect the TEXTALLCAPS System Variable

The TEXTALLCAPS System Variable makes all new text created by text or mtext commands uppercase. No need for shift or Caps Lock.

Civil 3D labels don't respect this system variable, which may be ok as they can be controlled by style when initially created. However, if a user selects a label and then chooses to "Edit Label Text" the Text Component Editor doesn't recognize or respect the system variable.

This becomes the only place I need to remember to use Caps Lock in my typical use. So I usually forget and have to redo my typing.

My thought is that the Text Component Editor, and other text editors that I haven't mentioned, should respect the TEXTALLCAPS system variable.
