Lock a Civil 3D object (i.e. surface) if the layer is locked

Civil 3D objects can use several layers as the features to create the civil 3D object can reside on different layers.

For example a surface can consist of several object, all on different layers. The main surface layer is named C-TOPO.

If layer C-TOPO is locked in the layer manager, the surface gets "low-lighted", but yiu can still select it and contextual edit functions are available in the ribbon.

When trying to edit the surface now either nothing happens or an error message appears that does not conclude about a reason:

This is confusing and the idea is to lock the surface completely like you can do it in the surface properties once the surface layer is locked:
