Grading Optimizer - allow retaining wall to both cut and fill

For more complex sites, the retaining wall tool needs to be able to switch between cut and fill.  Currently, I keep needing to stop the optimization process and breaking my retaining wall line into separate segments to prevent GO from making incorrect grading decisions.
