OK firstly, forget the data reference concept as it currently stands - see this idea:

Following on from this linked idea, I would like to have a database within civil3d that would keep track of referenced data features such as gradings, corridors, surfaces, etc. that allowed the user to enter metadata (e.g. Project number, date, scenario, etc.) as well as feature information (e.g. drawing name, feature type, surface area, coordinate system whatever...)
This database should be searchable on all fields and provide a one-click link where a data reference can be created to that feature in the current drawing. Obviously any coordinate system conversions would need to be addressed (see this idea: http://forums.autodesk.com/t5/autocad-civil-3d-ideas/account-for-coordinate-system-differences-when-...)
