Zero fillet with shift key not working

I use the shift key to create zero fillets but recently it's stopped working in 2020.
It will preview the fillet, but it won't let me confirm the action.

Does anyone know what setting might be causing this?

Two options I have tried are MAPIOPTIONS "shift + left click image select" 

and regular options, "use shift to add to selection"

both checked and unchecked, and neither seems to fix the problem. Any ideas?

Do you have Raster Design installed also? If so, check the setting on the second dialog box here.

Yes Raster Design was causing this.

For other users reading, the answer is:
IOPTIONS, user prefs tab and uncheck "shift + left click image select"
