Xrefed Civil 3D file not displaying

I have a Civil 3D file with profiles. I am attaching the file to another drawing as an xref and the data bands are not displaying. In model space it displays as normal but when I am in paper space and create a viewport the data bands do not display within the viewport. All layers are on and not off/frozen in the viewport.

It might be an issue with the viewport scale.  Civil 3D objects are subject to annotative scaling so you need to make sure your viewport scale matches a scale set in your Civil 3D drawing.

Yeah, seems to be something with the annotation scales. If I zoom in really close the data bands are there but the scale is super small. I have checked the annotative scaling with the viewport and they are all correct and matching. I'm still not sure why it is not displaying properly to scale.
