Recently Autocad has been opening a dummy file of my attached Xref files when I open the file it is embedded in. Not sure how to resolve this.

XLOADCTL = 2 will do what you describe, which is intended behavior.
Copies of XREFs are opened, so others can still open and modify the original drawings that are being used as XREFs. The copies are stored at XLOADPATH, which is normally a local folder, making access faster than loading over the network.
The next time you open the container drawing, if the original xref dwg file has been modified, AutoCAD re-copies it to the local folder.
