XREF manager window won't allow me to move the window

When I attempt to move the xref manager window, I get a null icon on where I'm attempting to click with my mouse.  Please help!

Check the lock user interface icon at the bottom of the screen. Click it to turn it off or click the arrow to adjust settings.  Or change the LOCKUI variable to 0
