You can use the design center to copy the layers you want to the drawing. In drawing r.dwg press control and 2 on the keyboard. This will open the design center. Click load to open x.dwg. Under open drawings tab, go to the x.dwg and go to layer tree. Select all the layers you want and right click and select add to drawing.

Another thing that you can do is insert drawing 1 into drawing 2 as a block, explode it and delete. This will add the layers.

My choice would be to use the design center though.

Please "like" and "accept as solution" if this resolves your problem!

Nested Copy just those objects you want from your x.dwg into your r.dwg

This will bring in the objects, the layer they live on, and that layer's properties as they currently are in the x drawing, without bringing in everything else associated with the x.dwg (ie. other xrefs/drefs/etc).  That way you can pick and choose what you want in both drawings, and freeze those objects in the x.dwg
