XREF items not following .ctb

On one of the drawings I'm working in, I have a pretty robust drawing XREF'd in. I'm trying to plot an exhibit and I have a .ctb file set that displays everything as black, and the XREF items are still displaying their true colors.

The CTB only defines index colors 1-255.  Check the xref to see what colors it's using and see if the colors are assigned to the layer with the objects set to bylayer or if the colors are assigned to the objects.

Colors from the True Color tab and Color Books are not affected by the CTB.
