Xref Inserting At Incorrect Coordinates

Hello. I have two drawings, A and B. Both are correctly positioned when overlaying the Geolocation Map and other Xrefs. Drawing A is correctly inserted in drawing B, however, trying to insert B into A, B comes in at slightly the wrong coordinates. INSUNITS, INSBASE, Block Scale, etc. has all been accounted for. Please see attached. I am trying to insert Grading and Drainage into Site Layout.

The UCS in the drawings is not set to world.  You should set them both to world UCS and change the insbase to 0,0 in both before xrefing

Thank you so much. I tried setting it to world previously but did not realize the base point changed after that. Cheers.
