Workflow - Best Practices dwg to dgn

I'm looking for a general recommended workflow to convert dwg to dgn with proper mapping of linetyes, fonts and layer/level colors.

I have dgn's and seed files from the client. Our C3D layers, lines, colors do not match.

1. Is it best to just create a dwg envirinment the mimic the dgn or use the remapping option in the Export Civil Drawing command?

2. Where and how does one create this remapping file in csv format? I get the csv extension but what is the syntax? Is this file created manually or in C3D?

3. A bit off topic but when I open microstation the level color do not appear as defined in the level manager. All levels appear to display in white. Is this like a live plot preview? There are not overrides applied to the levels.

I'll give it a shot. I need to see about the mapping though. THis is the big one for me right now. I need to make sure the dgn produced has the corect levels, level colors and linetypes. I think this is all in the seed file but I'm not sure and I don't know how to tell the seed file what autocad layers go to which MS level.

I had this that  I used to translate TxDOT files, just to give you an idea.  Change the extension from dwg to dws for it to load.
