Why unable to edit network part?

I have this drawing, that I fail to edit the network part with the following error message:

unable to edit master pipe catalog.png

This is my Pipe Catalog folder in Autodesk ProgramData

pipe catalog.png

Why is this happening? Is it because I there is no relevant master network part in the ProgramData? How to install it?

Bear in mind that I got the drawing from someone else.

When you say you want to edit the part, what are you trying to edit, exactly?

@civilman1957 , you can download the file and try to go to the dialog box shown in the screenshot, and then try to Right Click on a Part List row, and try to select Edit to get the error message.

The parts list is looking for a catalog with 2018 in the name of it, I'm not seeing that within the directory screenshot that you provided.  The screenshot looks like the out of the box standard pipe catalogs, however, the pipe family (VCP) I dont believe is a standard out of the box pipe catalog type.  You will need to gain access to that pipe catalog and place it in the proper location to be able to modify the parts list.
