Viewport Frozen Layer still Plotting While Publish

There are multiple sheets in my drawing file.

In my drawing, I have included the externally referenced file.
I freeze certain layers in my viewport.

However, when I publish, the frozen objects are shown after publishing.

If you _PLOT the same drawing are the results the same or different?

If i use plot option the drawing output is ok.

would it be possible to provide a screenshot of your publish dialog?  is background publishing checked?  I have had more troubles than it is worth trying to do background publishing, so I dont check that box, and it seems to make the drawings plot faster, and I have less issues with how thing plot.  Yes, it ties up my software while it is publishing, but not having to republish makes it a quicker operation in most cases.
