Unable to use geometric centre when drawing shapes

Hello, I have tried multiple ways to try and create a circle at the geometric centre of a rectangle and yet I still haven't had any success. The problem I am having is that the geometric centre is not appearing despite everything that I have tried. I have been through countless videos to ensure that all the basics are ticked, and I haven't been able to make it appear. Also my mouse seems to be flickering intensely when ever I go roughly near the geometric centre, which is different from the tutorials I have watched (See video)

 

I have explored options online and have triple checked the following:

The snap curser to 2D reference points is on

Geometric centre is ticked and is on

I have selected a circle to be drawn (otherwise the reference points do not show)

Have fully up to date software

My PC is only running at 20% CPU (so should be able to run the program smoothy)

Can anyone help me or point me in the right direction? Would really appreciate even if I have missed something simple.

Hi Tom,
In your video, why are you clicking on "Cylinder"? And have you checked the rectangle in properties to make sure it's closed?

Thank you for responding. Yes I can confirm it is a closed shape. It seems that centre point doesn't appear for any shape I use, I created a circle just then to confirm and the centre point or geometric centre still doesn't appear.

 

I was deciding if I wanted to create a circle or a cylinder so please ignore that.

I seemed to get the centre point but quite inconsistently in this video here. It appeared when I brought my cursor close to the edge. Still can't get it to appear for the rectangle.
