Unable to set Pressure Network Catalog

I'm using C3d 2023 with all updates. I'm unable to set Pressure Network Catalog in C3D 2023. The Catalog folder wasn't set so I managed to find out where they are and browsed out to C:\ProgramData\Autodesk\C3D 2023\enu\Pressure Pipes Catalog\Imperial. Below is the prompt I get plus a pic of the catalog locations. they are indeed there. I just can't access them. I was able to use them in C3d 2019, but this is the first time I've attempted to use them in 2023.

I have seen this a few times, the fix was to Clean Reinstall Civil 3D. 

I have also seen some random addon's for Civil 3D and Autocad/Revit that caused the issues.

Be sure to navigate one folder up from where you were at.
