Unable to get annotative scale in paperspace to work

I have my drawing set on 1:30 in model space and my viewports are 1:30 in both scales. Annotative text labels and structures are barely showing when it clearly should in 1:30. When in model space, changing the annotative scale works perfectly and my calls and labels reflect the changes. 

 

I've tried drawing new viewports in paperspace and unable to get it to work. Seems like it's a bug to this specific drawing as this does not happen in any of my other drawings

What does "barely showing" mean? They are visible but too small?

Attached a screenshot for reference. This is supposed to be 1:30 annotative but it is displaying much smaller than it should

What is your variable PSLTSCALE set to? It should be 1.

Yes it is

 

LTS=1

PSLTSSCALE=1

MSLTSSCALE=1

Check your page setup for the appropriate scale settings.   Set the plot scale to 1"=1' and then set the viewport scale to 1:30.
