text height dimension text height set same but are different

Dimension text height set to 1.8 properties say it is 1.8 but text height using MTEXT set to 1.8 but you can see they are very different in height. How to set this up so they are the same.

Without a picture, it sounds like one might be annotative and the other is not. I would first check that and if this is the case then making them both annotative, and applying the scale should solve the problem.

i posted a s snip of text both set a 1.8 the bigger one is used through dimension the one on left is MTEXT

OK but that doesn't tell us if one is annotative and the other is not. Which is most likely the case here. You see the scale in the bottom right. Change that and see if the either text changes, if they do there annotative. Also next to the scale is a scale with a lighting bolt, select that to make it blue before changes the 1" = 1' scale.
