Surface using existing slope values

Hi,

 

I have this attached file received as input from site which only shows horizontal and vertical slopes of the parking stalls and I have to create surface from it. I start with one corner assuming it as a 0 level and work my way to the other points by doing sloped feature lines. however sometimes I end up with this values not tying with each other at another corner, because they do not provide cross slopes. I appreciate if anyone could provide me an idea how can I translate this information into a civil 3D surface which would nearly not exactly show these grades.
