Structure Label - Basics question

So my typical labels on my profiles are attached. I am trying to understand how the NAME is derived in the first line of the label. I see the code in the style settings, but understand none of it. Its like learning HTML in the 90's I suppose. 

I would like these to read:

Sanitary:

New SSMH #XX

or for Storm:

NEW GDOT 1011A #XX

The LabelStyle is likely set to display the Structure Name property. You can rename structures in the structure properties. You can also setup your PipeNetwork to create the names as you like as you add the structures.
