I want to keep this entire figure as 1 fixpoint and stretch point 2 and then stretch point 3 while keeping point 2 the same. How do I do that? Simply put, I want to stretch X and Y.

Is there a reason why you want to stretch them separately rather than using the Scale command? Results should be the same. Also. If the labels are Civil 3D dynamic labels. All the distances will change.

I figured on insert you would get the option to X,Y,Z scale but that does not come up with this particular block when inserted. This image is for another north arrow block, and this is the options at the command line. Not the same with your extract block. Perhaps because it's a dynamic block?
Start a new drawing and insert this extract block from libraries. Find your drawing and you will get the scale options.
In order to change the X,Y scales you would have to explode the block and then recreate it removing the Scale Uniformly option.

If you scale on point #1 by 78.25508607199. You will get very close to matching the distances in the block. It seems that the line length in the block are a bit off. It also seem you have everything in the block already draw out. So you could use that as reverence for scaling.

The drawing was brought in from a PDF, possibly a Scan. There is some intrinsic warping in the PDF so the exact scale for one portion of the drawing isn't precise for other parts. The best you can hope to do is a series of Scale/Move and possibly Rotate until you get a good enough fit.

If you need linework this won't work. However, if you save the PDF to a Raster file. You can use Raster Design to Rubber Sheet the image.

This is not perfect. It's based on a couple of Scales and a Move. If you measure lines from the PDF that are supposed to be equal. You will see that some are not. The difference was small in the original PDF. But after as 78+ time scale. They become more noticable.

I did it by iteration. I held the point you specified to hold, 1. Then I did some trial scaling until I got the closest match I could get. As I said. The dimensions in the PDF are not precise. So the match will never be perfect. With rubber sheeting an image in Raster Design you might get closer. But you'll never be perfect.
Since you have the boundaries drawn you're probably looking for the contour lines or text. You can settle for close enough.
