Spot Elevation Labels Displaying Differently, when Plotted vs Published from Sheet Set.

I've ran into this problem in a couple different drawings.  In the attached examples the surface labels are shifted up, when publishing from sheetset, but when plotted just using the normal PLOT command, they display normally. 

 

I've also ran into a similar issue although it involved a pipe network structure in profile view disappearing completely (with its label even displaying as if there was no structure), when publishing from sheet set.

 

Does anyone have any insight on how to correct this?

Same plotter? Same Page Setup? Have you tried updating your plotter driver?

Civil 3D Version?

Sorry I should have specified.  These were both plotted to PDF.  All settings, including page setup are identical.

Then the only thing that comes to mind right now is to check if you PDF print driver is up to date.

Check and ensure Model space scale is same as viewport scale.

Before you close the drawing to Publish ensure its on paper Space and Zoom Extent.

BGCOREPUBLISH is set to 0 or ON

BACKGROUNDPLOT is set to 2 or 3 to use multiple core while publishing (when you having multiple sheets)

Try Untick option Publish in Background

Try using differet .pc3 files.
