.spf file appears to be corrupt and is asking for a password

I have an .spf file that asks for a password when I open it. No password has been set by the original creator. When I select Cancel I get an error message saying list index out of bounds -1

 

Thank you in advance for any help and advice. How can I recover this file? How can I disable the password?
